From Your Board – Your Board in Action

The SCRA Board has voted on a variety of issues that directly affect Studio City with motions or letters being sent to the appropriate political leaders.

Opposition to Homeless Encampment Clean-up coming from Rec and Parks funding 

The Board of the Studio City Residents Association opposes Council File 21-0710 to finance a program for the Los Angeles Department of Recreation and Parks (RAP) to purchase equipment for the Bulky Item Illegal Dumping (BIID) and Homeless Encampment Clean-up crews because this funding should come from the City’s General Fund.   

Emergency Relief Parking  

Motion:  The Board of the Studio City Residents Association (SCRA) requests Councilmember Paul Krekorian to make a Motion to amend Los Angeles Municipal Code (LAMC) Number 187096 (Council File 20-0380-S1) to reverse the following interpretation by the Los Angeles City Planning Department in its Implementation Fact Sheet, Page 4, ( https://planning.lacity.org/odocument/385f4113-65b4-4bf0-bf29-72282d8a7ab0/Fact_Sheet.pdf ) regarding LAMC 187096: 

Any “Change of Use” provisions for a business property must be done so under the same provisions as “Change of Use” provisions were done before March 2020.  The parking requirements must be established now so the requirements are ready to take effect when the 12 months + 12 months are over (June 30, 2023).  Without this, any new business established via a “Change of Use” now will have an unfair advantage over business’s parking requirements established before March 2020.  We cannot count on the Planning Department to come back and fix this problem 24 months from now, after a Change of Use has already been done with an unfair advantage to a new business. 

Support investigating abuse of disability placards  

Motion:  The Board of the Studio City Residents Association (SCRA) supports Council File 21-0600-S9 to investigate the abuse of disability placards and illegal parking in spaces designated for individuals with a disability, including effective efforts in other jurisdictions to combat this issue. 

Request to update City’s Street Vending Ordinance 

Motion:  The Board of the Studio City Residents Association (SCRA) requests Councilmember Paul Krekorian to make a Motion to update the City’s Street Vending Ordinance to include the daily requirement that Street Vendors, operating right on the sidewalk, leave that sidewalk clean, trash-free, and greasefree/sugar-free at the end of each day of business to prevent grease falls and filthy looking sidewalks. 

City Council Resolution supporting Assembly Bill 43 (AB 43) to bring down speeds on streets  

Motion:  The Board of the Studio City Residents Association (SCRA) supports Council File 21-0002-S134, a City Council Resolution supporting Assembly Bill 43 (AB 43) to bring down speeds on streets where there are a high number of serious and fatal crashes.  California’s process for setting speed limits has proven to unintentionally increase speeds over time and often results in the City being mandated to raise speed limits on streets with an already high incidence of death and serious injury, which is inconsistent with the City’s Vision Zero goals to eliminate traffic deaths.
