The second “Local Volunteer Neighborhood Oversight Committee (LVNOC) hearing on the proposed Gym at Beeman Park was held on December 17th, 2015 at Beeman Park. The Department of Public Works/Bureau of Engineering (BOE) presented possibilities for the placement of the Gym on the park property.
The committee recommended to BOE the plan that SCRA has posted with this report. This plan allows for 45 Parking slots and two extra street parking spaces due to closing the west entry driveway. The recommended plan does not impact park space and better addresses safety issues. The location of the building in the recommended plan will be less visible to the residents surrounding the park and gives maximum visibility of park activities to park personnel from their offices. The existing gym will have to be demolished in order to construct the new gym and temporary offices will be set up on the basketball courts.
At least one more LVNOC hearing at the park will be held but no date has been set. SCRA will notify its members when the hearing date is scheduled. At the next hearing LVNOC will discuss building design options with BOE.
There will be no stage in the new facility due to the large number of parking spaces required by code. The recommenced plan without a stage, however, still requires a zoning variance. The BOE request will be based on use and square footage. LVNOC was informed that there will be no increase in park use: programs and operations will remain the same.
LVNOC only makes recommendations and plans may change and vary as the process proceeds through the City hearings. After LVNOC hearings are completed, there will be public hearing with Cultural Affairs, then Recreation and Parks, then LA Fund Kids steering committee. And at a future date there will be a CEQA review. The estimated cost of the project is $10,000,000. Presently there is $3,000,000 in prop K funds. Click here to see the plans recommended by LVNOC.
